Prior to the Separation Act of 1879 the six townships of Dufferin County were included in these counties, Melancthon in Grey County, Amaranth, East Luther and East Garafraxa were in Wellington County, while Mono and Mulmur were part of Simcoe County.
The first meeting of the County Council was held July 15, 1879, with the following members prsent: Reeve Robert Wilson and deputy Samuel Evans of Mono Township, Reeve Colwell Graham and deputy R.S.Campbell of Mulmur Township, Reeve Robert McGee and deputy William Airth of Melancthon Township, Reeve John Gillespie and deputy George Bennett of Amaranth Township, Reeve Thomas Hamilton and deputy James Johnston of East Garafraxa Township, Reeve F.C. Stewart of Orangeville, and Reeve William Jelly of Shelburne.
East Garafraxa township was surveyed in 1821, and named Garafraxa, from sasafras, an herb that was common in the woods at this time. First settler names included McKee, Felker, Headley and Dobson. It was not until after 1835-40 that most settlers arrived with the construction of the Garafraxa Road, running from Fergus to Owen Sound.Important village in pioneer days included Marsville, situated between Orangeville and Fergus and Reading which was first settled by Robert Lanford in 1846, also Hereward, Vanatter (The Maples) and Orton.
The first survey of Mono township was done in 1823, with the earliest settlement being Mono Mills. Pioneer family names in Mono include McManus, Raven, Henry, Allen, Brady, Lundy, Hutchinson, McCutcheon, McMaster, Montgomery, Perry, Smith, Wright, Turnbull and Williamson. Villages included Mono Centre, Camilla, Glen Cross, Blount, Lucille, Elba, Elder, Granger, Relessey, Sheldon and Hockley.
