In 1889 an Act was passed regarding Free Grants and Homesteads to actual settlers, where twenty townships were designated as Free Grant Townships. These were Curran, Atwood, Blue, Worthington, Nelles, Dilke, Pattullo, Morley, Tait, Shenston, Roseberry, Barwick, Lash, Aylsworth, Devlin, Woodyatt, Crozier, Roddick, and McIrvine townships.
Settlement duties to be performed within three years in order to get a patent included 15 acres cleared and cultivated, a house at least 16 by 20 feet, and to have actually resided for three years. Locatees were allowed to be absent up to six months of a year.
The Canadian Pacific Railway runs diagonally through the district and the Rainy River itself was navigable for eighty miles.
The first towns included Fort Francis, Rat Portage, Keewatin and Norman.
